Holyoke Community College is seeking an innovative leader manager for a new, grant-funded Clean Energy/Green Jobs program. Holyoke Community College has received a competitive, 2-year grant to develop and launch job training programs in the Clean Energy sector, leading to entry-level employment with emerging and established energy-related businesses (particularly Black- and Minority-Owned businesses), and upskilling opportunities for supervisors, managers, and electricians. Training areas and occupations will include job readiness and career exploration, green construction laborer, solar installer and EV charging station installer, energy auditing, and supervisor/manager training. Under the general direction of the Assistant Vice President (AVP) for Adult Education and Workforce Development, the Training Manager directs the activities associated with the development and implementation of grant-funded Clean Energy/Green Jobs workforce development training programs, including staff supervision, program continuous improvement, and sustainability planning. Oversees day-to-day operations of designated programs, including marketing, outreach and recruitment, scheduling, logistics, materials and supplies, staffing, student retention support, curriculum oversight, outcomes management, and program evaluation, focusing these efforts and resources toward participant job placement. This position represents the college within the workforce development system of the region as well as with other community colleges, employers and with departments on campus to provide programing which meet the needs of area businesses and meets the career and educational goals of individuals.

  • Provides leadership in the development of Workforce department/program goals and objectives. Works within the regional workforce development system, i.e. area businesses, the Workforce Investment Boards, the One-Stop Career Centers, economic development agencies, state services, other community colleges and institutes of higher education, area school districts, community-based organizations, training vendors and instructors, to create and implement best practice models of high-quality workforce programs which can be replicated and sustained at HCC.
  • Provides direct supervision to program staff, manages designated workforce programs and services, builds collaborations, and facilitates the design of training curriculum to address the needs of businesses and individuals and responds to community. Monitors budget versus actual revenue and expenses. Develops and implements contingency plans as needed.
  • Supervises staff in data entry, tracking and follow up. Develops program progress reports as required by funders or the College.
  • Works within the college to build collaborations with faculty and staff in other college divisions and within BCS that will provide lasting and sustainable solutions to the workforce needs of the region, both for companies and individuals. Works internally with HCC faculty and staff to identify current and future workforce issues as well as methods to implement these initiatives, e.g. the development of career pathways and Credit for Prior Learning opportunities between non-credit training and credit career programs.
  • Facilitates the design of designated training programs and courses, and academic and employment career ladders (pathways), addressing business's strategic planning needs as well as identified skill gaps. Also facilitates program design to embed employer engagement and work-based learning opportunities (internships, apprenticeships, OJT, job shadowing) and job applications into the curriculum to prioritize job placement.
  • Markets/Plans new and recurring training in collaboration with the marketing and public relations staff of the college and other departments.
  • Oversees program outreach and recruitment activities, and plans for continuous improvement to equitably meet enrollment, completion and placement goals, consistent with HCC Strategic Plan and Equity objectives for diversity and inclusion.
  • Attends meetings at the request of the AVP and/or Vice President for Business & Community Affairs.
  • Performs special projects and related responsibilities as initiated and requested.
  • Performs other related duties as assigned.

    • Bachelor's Degree in related field;
    • Two (2) years successful managerial experience in a post-secondary education/training environment or business/sales operation;
    • Experience in developing new programs and services; developing collaborative partnerships with outside organizations; establishing departmental goals; developing marketing strategies; recruiting qualified workforce development trainers and consultants; designing public offering schedules, people and supervisory skills;
    • Successful project management experience;
    • Knowledge of workforce development training grant funding;
    • High level of skill at building/maintaining collaborations;
    • Demonstrated commitment to Diversity, Equity and Inclusion, and successful track record of working with diverse students/clientele;
    • Proficiency in Microsoft Office Suite;
    • Familiarity with quality assurance and continuous quality improvement methods, preferably in a workforce development or adult education environment;
    • Ability to multi-task and prioritize activities and to supervise administrative and instructional staff;
    • Excellent written and verbal communication skills and proven ability to design presentations and present on workforce development topics to individuals and large groups;
    • Knowledge of employer expectations and experience working with a diverse customer population.
    PREFERRED:
    • Master's Degree in closely related field;
    • Five (5) years successful managerial-level experience in a post-secondary education, training, or sales environment;
    • Prior experience working with emerging and minority-owned business partners;
    • Prior experience in Clean Energy or related sectors;
    • Bilingual English/Spanish speaking skills;
    • Familiarity with the energy and construction business communities of Western Massachusetts and the workforce development system of the region.

    Full-time, Non-Unit Professional position

    Salary Range: $59,609 - $65,813.31 /year, (Grade 4) plus a comprehensive State benefits packageHours: 37.5 hrs./weekFunding Source: Clean Energy Grant (2 year position--may be renewed pending additional funding)
