Overview

SUMMARY

Bering Straits Professional Services LLC, a subsidiary of Bering Straits Native Corporation is currently seeking a qualified Senior Financial Program Manager for Defense Health Agency's (DHA) Defense Health Network (DHN) National Capital Region (NCR). The candidate will provide the services necessary to enhance the financial management operations efforts of the DHN NCR.

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

  • Develop and implement program plans and business process improvement strategies in accordance with customer requirements.
  • Act as a subject-matter expert for the government client.
  • Develop and coordinate preparation of program documentation, standard operating procedures, and briefing materials to clearly communicate program strategies, goals, and training.
  • Develop courses of action to meet customer requirements, make recommendations to client and implement actions to ensure program success.
  • Regularly interface with senior management while in support of the National Capital Region Network office, presenting findings, ideas, recommendations, actions, and results. Working on-site may be required for this position.
  • Provides leadership on the planning, development, and execution of short- and long-term program goals.
  • Prepares, and manages the operating budget; including providing programmatic information to justify annual budget submission.
  • Manages the allocation and utilization of resources such as budget, contract, equipment, and manpower needed to accomplish program objectives.
  • Ensures project is executed within scope, schedule, and approved budget.
  • Notifies leadership if problems meeting deliverables dates are encountered and determines appropriate strategy to resolve the issues.
  • Applies a thorough knowledge of Federal financial systems requirements as well as government-wide financial management and operating requirements, such as requests for information (RFI) or taskings.
  • Perform day-to-day resource management support and solutions. This includes contract support operations, possibly involving multiple types of programs. Organize, direct, and coordinate meetings and planning sessions to ensure program support activities are productive. Demonstrate excellent written and oral communication skills.

Required (Minimum Necessary) Qualifications
  • Be a U.S. citizen.
  • A./B.S. in a technical area such as business, management, finance, accounting, or related field.
  • 10+ years of experience in the following areas:
    • Possess knowledge of General Fund Enterprise Business Systems (GFEBS), Access Online (AXOL), Automated Time Attendance and Production System (ATAAPS), Defense Travel System (DTS) and how systems interact as it relates to issuance of funding in terms of cost centers as well as work breakdown structures that will be applicable to test and evaluation mission and day to day current year executions.
    • Possess ability to analyze a wide variety of documents such as Military Interdepartmental Purchase Requests (MIPR), Interagency Agreements, modifications, vouchers, etc. in order to identify problems with transactions and to recommend a resolution to problems related to these transactions.
    • Possess relevant, demonstrable experience working on transformational projects in the Defense Health Agency, including:
    • Experience with Defense Health Program programming issues, distributions, elements of expense and interoperability issues between DHA and the Military Services funding for direct health care and readiness.
    • Possess relevant, demonstrable experience operating with joint manning and resourcing documents (e.g., DHA Joint Table of Distribution, Navy Activity Manning Document, Air Force Unit Manning Document, and Army Table of Distribution and Allowances)
    • Possess relevant experience in a senior healthcare administration position at an MTF-level (e.g., Chief of Staff, Director for Administration, Director for Resource Management, Director for Healthcare Operations, or similar)
    • Possess proficiency in Tableau dashboard creation and publication.
    • Possess knowledge of analysis/reporting requirements, work processes, financial system structure and data produced to assess the reliability and integrity of control programs and the compliance of individuals under those programs.
    • Possess ability to interpret and apply public laws, Comptroller General decisions, regulations, guides, SOPs, financial manuals, system user manuals, official listings, or directives, to create, modify local procedures, advise management on the issues involving different types of funding and transactions, and to recommend changes and improvements in reporting, internal controls, and fund management.
    • Possess knowledge of analytical tools and research techniques necessary to evaluate, interpret, and provide analyses, advice and assistance concerning financial data procedures.
    • Possess business data and case analyses experience.
    • Possess agile project management and timeline management experience.
    • Possess experience with organizing, directing, and coordinating meetings and planning sessions.
    • Possess budget analysis and reconciliation experience.
    • A broad knowledge of and ability to utilize principles, methods, techniques, and systems of Integrated government information system management.
    • Possess experience developing and tracking goals and objectives.
    • Possess experience making presentations on data-informed recommendations.
    • Possess customer-facing customer service experience.
    • Possess audit & revenue operations experience.
    • Possess proficiency in Microsoft Excel, Microsoft PowerPoint, Microsoft Word, Power Pivot, and Adobe Acrobat
    • Possess expert knowledge of budget and program principles, policies, procedures, concepts, standards, terminology, and financial management and business operation systems.
    • Possess working knowledge of Federal Government financial and personnel regulations, policies, and procedures from OPM, DoD, Services, and DHA, as they apply to program and labor funding.
    • Possess skill in identifying potential problem areas in order to develop/implement innovative solutions to achieve optimum resolutions.
    • Possess ability to analyze, evaluate, and summarize pertinent information to the senior leadership and subordinate elements.
    • Possess ability to analyze, interpret and implement financial and personnel laws, regulations, policies, and procedures from OPM, DoD, Services, and DHA
    • Possess in-depth knowledge of Federal health care financial management principles.

Required Education and Experience: Minimum of a B.A./B.S. in a technical area such as business, management, finance, accounting, or related field. 5 Years of progressively responsible experience as a project manager or in corporate/public sector leadership positions with business operations and process improvement responsibilities. Experience includes the management of specific projects, demonstrated experience in resource management, the use of project management tools, and the ability to delegate tasks to team-members.

Functional Responsibility: Serves as the key contact with the customer. Prepares project plans, coordinates activities of project teams; manages resources; monitors project performance and budget.

Knowledge, Skills, Abilities, and Other Characteristics

  • Secret clearance required
Preferred
  • 10+ years of experience, to include the areas listed below:
    • Experience with resource and clinical data manipulation to include:
    • Financial Management Information System (FMIS)
    • General Fund Enterprise Business System (GFEBS)
    • Models developed to shape performance such as IRIS, CARE, and DHA J8 Business Integration activities.
    • In-depth knowledge of Federal health care financial management principles
    • Business Intelligence knowledge, such as Tableau or Power BI
    • Project Management Professional (PMP) certification
    • Senior/ Expert level Federal Acquisition Certification for Program and Project managers (FAC-P/PM)
    • Demonstrated PM/healthcare administration experience in a military treatment facility.
    • Experience with government systems:
      • Financial Management Information System (FMIS) modules and reports
      • Military Health System Management (MHS Mart) (M2)
      • Defense Medical Human Resources System - Internet (DMHRSi)
      • Expense Assignment System (EAS IV)

DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS
  • This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.
  • This position does perform DOT "safety-sensitive" functions (as defined under 49 CFR Part 40) and is subject to all federal requirements related to Department of Transportation requirements for those performing, or on-call to perform, "safety-sensitive" functions. Employees must provide a valid Commercial Driver's License (CDL) and Medical Examiner's Certificate (MEC).
WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.

The work shall be performed remotely, with occasional travel to DHN NCR, subordinate MTFs, and if needed to Defense Health Headquarters (DHHQ), 7700 Arlington Boulevard, Falls Church VA, 22042.

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
