Matrix Organizational Support Leads related to the project

AUTHORITIES / RESPONSIBILITIES: Responsible for managing the Project Team consisting of Project Coordinators and matrix organization functional team to ensure efficient execution of PSA, Planning Yard, BOA, MSA tasking and DD250 activities in accordance with (IAW) the Integrated Master Schedule (IMS)

  • Leads the development of an executable IMS with focus on logical sequence
  • Monitors work being executed against the baseline schedule and budgets
  • Able to adapt to a dynamic environment, while simultaneously maintaining a cohesive schedule, integrity of activity links in IMS and established costs
  • Identifies required team composition for Project Team as well as provides input to the Matrix functional support teams' composition.
  • Efficiently orchestrates all Austal and subcontractor labor to ensure schedule and cost expectations are met
  • Assigns agreed labor and material costs to IMS activities which is used to develop appropriate labor and material planning and timing of expenditures for both.
  • Works with PSA prime contractor to ensure the Prime's IMS as related to Austal activities is correctly and effectively incorporated to their schedule.
  • Develops and monitors project specific labor and materials requirements and their availability in support of the IMS
  • Ensures weekly status accurately depicts percent complete, remaining labor and material costs and that it is input into the Austal status tool for proper estimated at completion (EAC) costs
  • Leads team to effectively identify services needed before task execution, in support of Austal related activities
  • Maintains effective deck plate working relationships across the functional team, prime contractor, subcontractors, ships force and PMS communities.
  • Creates and maintains project specific metrics and financial health data, identifying and communicating risk, areas of concern and steps being taken to mitigate negative impact, to the GM.
  • Prepares and presents weekly Executive Review slides which accurately portray project status, issues with mitigation plans, financial health, schedule compliance, risk and opportunity in addition to identifying areas where the Prime's PSA team indicates signs of risk to the program success.
  • Prepares and presents Navy Brief weekly addressing metrics in support of the IMS, Austal responsible, planning yard design packages and materials and issues which pose risk to the PSA IMS.
  • Oversees the preparation of Scopes of Work and subsequent bidder selection under the governance of assigned procurement resources, along with appropriate make buy analysis using Austal labor and reviews with GM as directed.
  • Establishes and maintains positive rapport with USN counterparts while practicing respectful assertiveness achieving Navy mission objectives and operating within Austal's funded scope ensuring growth work is properly tasked and funded.
  • Pursues and anticipates emergent work items and associated tasking
  • Meets daily with the project team, prior to daily PMS Hull Lead meetings, to review open issues, actions required in support of cost and schedule, identifying and tracking items which may impact cost and or schedule, while maintaining the Daily Actions Log.
  • Monitors housekeeping standards and assigns areas of responsibilities, Compliance to PPE requirements, safe behavior as appropriate to Austal responsible work items. Works with Prime contractor on areas outside of responsibilities to ensure a safe working environment for all.
  • Maintains records of quality, OQE, TIPs etc. as evidence of task completion IAW the requirements.
  • Able to function as Project manager in the Planning Yard and support of the prime contractor role while also capable of performing duties as Project Manager with Austal as the prime contractor.
  • Off-site travel is required and is estimated to potentially make up to 30% of work time. Project Manager / team support may be tasked by the government to support planned under way events as well. Some overseas travel is a possible although no travel to declared warzones is anticipated.
  • Oversee the Contract Administration of the Warranty program for ships once they arrive at Home Port, maintaining strict cost and quality controls over the process.
  • Create and disseminate Post Delivery information/lessons learned to the appropriate personnel allowing for real time corrections on Austal new construction projects.
  • Practices awareness of the bigger picture while reinforcing the meticulous execution of project specific items.
  • Support the Estimating Business System initiative in response to RFP or RFQ requirements to ensure Basis of Estimates are in accordance with DFARs Cost Estimating System Requirements.
  • Any other requirements as assigned by the General Manager

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:
  • Bachelor's Degree in Engineering, Business or Project Management, AND 10+ year's demonstrated ship repair leadership experience required OR minimum of two (2) year's post-secondary education and 12+ year's demonstrated leadership experience in shipyards, ship repair facilities or USN.
  • Demonstrated ability to read and comprehend ship construction drawings, schematics, technical manuals and equipment operational manuals with ability to adopt the information to live system repair, maintenance and operation.
  • Proficient in the use of personal computers and experienced in using Microsoft Office products including MS Project.
  • Must have extensive knowledge (greater than 10 years) of shipyard practices and operational principles of the shipbuilding process with a sound knowledge of all shipyard disciplines and support services, or equivalent USN operations and leadership experience.
  • Prior Home Port repair/modification experience desired.
  • Must have fundamental technical understanding of ships propulsion systems, electrical power generation and auxiliaries related to marine vessels.
  • Has demonstrated knowledge and practical experience with HM&E systems and understands the relationship of systems within the design.
  • US Citizenship required.
  • Previous experience with LCS Independence class ships preferred

DIRECTION EXERCISED: Full discretionary authority to manage and assign work as it pertains to the project

DISCRETION EXERCISED: This individual will have subcontracting oversite and is responsible for the performance of subcontractors/vendors in the execution of project related work. Full discretionary authority to correct and discipline, recommend pay increases, and process grievances of Project employees assigned under this individual.

ADDITIONAL GUIDELINES:
  • Must be able to obtain and hold a "TWIC" clearance granted by TSA
  • Must be able to obtain and maintain required Security Clearance, Navy base and shipyard accesses.

While performing the duties of this job, the employee is regularly required to stand, walk, use hands to manipulate, handle, or feel, reach with hands and arms, climb and balance, stoop, kneel, crouch, or crawl, and talk or hear. The employee is occasionally required to sit.

Specific physical requirements include the following:

Must have the ability to bend, squat, stoop, crawl, and kneel. Perform prolonged standing. Ability to turn head from side to side and about the vertical axis. Ability to turn body at the waist from side to side and about the vertical axis. Lift/push/pull 50lbs to 75lbs on an occasional basis. Lift/push/pull up to 20lbs on a frequent basis. Must have the ability to climb in a safe manner (climbing as a minimum includes stairs, scaffolding, ladders, and ramps). Ability to work at heights above 12' while working from ladders, scaffolding and/or man lifts. Able to work at a variety of levels (ex. waist, eye, overhead). Demonstrate the ability to safely and appropriately use required tools and equipment. Demonstrate good balance while working on uneven surfaces and maneuvering obstacles. Possess sufficient handgrip and coordination to carry and operate tools and equipment. Ability to utilize personal protective equipment (hard hat, safety glasses, steel-toes shoes, goggles, respirator, safety harness, safety line, flotation gear, etc.) safely per OSHA standards. Ability to withstand cold and hot temperatures. Ability to enter 18" x 36" openings and work in confined spaces for prolonged periods of time. Able to respond to verbal and audible sounds/commands. Able to utilize adequate visual skills. Ability to fully extend the arm while reaching overhead, reaching out, reaching to the side and reaching down. Ability to perceive attributes of an object/material such as size, shape, temperature and texture by means of receptors in the hands and fingers.
