Job Description:
The Justice Programs Specialist will assist with the day-to-day functions of grant programs the Crime Commissions is participating in including but not limited to Bureau of Justice Assistance, Office of Violence Prevention, Office of Juvenile Justice and Delinquency Prevention, Office for Victims of Crime, Office on Violence Against Women, and Community-based Juvenile Services Aid.

Job Duties:Learns formal procedures and guidelines necessary for agencies to apply for federal funds and matching grant funds for projects; includes developing instruction and application forms. Helps maintain status information on all grants to programs and projects as required for control through reviews of audit reports and ensures follow-up action is taken. Prepares grant offer and acceptance contracts, monitors funds for grants and prepares contracts with sub-grantees, insuring compliance with Special Conditions to grants and advance funds. Advises local governmental units as to availability of grant funds and of approval or disapproval of grant applications. Aids the Grant Review Committee in deliberations by clarifying guidelines and overseeing the recording of minutes. Provides assistance on evaluation of projects or equipment funded by grants; includes forecasts of future fund requirements. Duties include, but not limited to: Independently handle program administrative functions and make independent decisions; Apply knowledge of an extensive body of rules, procedures, guidelines, or operations; In-depth analysis and judgment to interpret and adapt guidelines, regulations, and precedents for specific grant programs; Determine applicability of and explain policies, procedures, and processes pertinent to the grant programs to agency employees, state and local officials and employees, and the public to answer inquiries; Evaluate policies, procedures, and processes and apply them to situations to make determinations; Prepare (format, proofread) grant award materials and distribute grant award packets; Review submitted grantee documentation for completeness, accuracy and compliance with policy, procedures and grant rules; Process grant payments without errors; Create, maintain and organize contacts lists; maintain financial report tracking; provide technical assistant to grantees with online grant management system and data reporting system; maintain and monitor quarterly program narrative and data tracking; maintain and monitor grant management training lists; run E1 report to check for payments; send quarterly report reminders to grantees and follow-up with grantees as necessary; test and review software programs, provide input for refinement or modification, or validate electronic test files; provide end user support and training to grantees on AmpliFund, and NCC training portal and other grant management data bases; create and update operational and training manuals for internal and external users; receive, review for completeness, and file grant applications and other documents from grantees; create, distribute, and submit posting of announcements, trainings, reports, newsletters or other important information; answer grantee questions and respond to emails and phone messages; participate in internal team meetings, grant review meetings, and meetings with external contractors; assist in formal closeout procedure. Operate office equipment necessary to perform the required duties. Other duties as assigned within the scope of classification.

Requirements / Qualifications

Minimum Qualifications: High school education plus four years work experience significantly related to position's function; or Bachelor's degree in business administration, accounting, or other appropriate curriculum; or a combination of education and experience equivalent to the above requirements.

Preferred Qualifications: Experience understanding, implementing, explaining and applying complex rules and regulations and laws. Prior grant management experience is strongly preferred. Education in accounting, finance, and/or law are strongly preferred. Experience with DOJ grants is strongly preferred.

Other: This position requires travel. As such, the incumbent must be able to present a valid driver's license or another form of reliable transportation. Regular and reliable attendance is required.

Knowledge, Skills, and Abilities:

Knowledge: General accounting and budgeting best practices and procedures. Federal and state rules and regulations related to accounting and budgeting. Formats used in written business communications. English grammar, spelling, and composition needed for correspondence. Computer software necessary to carry out job responsibilities. Types and uses of office equipment. Office management principles, methods, and procedures. Established policies, procedures, practices of the Nebraska Crime Commission.

Skills: active listening; asking questions; understanding instructions; using word processing; creating spreadsheets, charts, graphs, and reports; managing time, schedules, and priorities; monitoring and assessing program performance; applying critical thinking techniques.

Abilities: Exhibit strong attention to detail, critical thinking skills, and good listening and comprehension skills. Strong Customer Service Skills: Possess and demonstrate a positive attitude, empathy, and patience when working with customers. Develop and present information or written materials to variety of audiences. Communication/Language: Possess and demonstrate effective oral, written and listening skills. Ability to read, analyze, and interpret various documents as well as the ability to train others in performing duties and tasks. Knowledge of formats used in written business communications. Communicate orally and in writing with agency staff and the public. Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in various forms. Ability to apply logic to understand and interpret agency business processes. Ability to prioritize multiple projects in a fast pace, deadline driven environment, utilizing input from others, as appropriate. Human Relation: Ability to establish and maintain effective, professional working relationships with all team members, employees, customers, and stakeholders. Computer Skills: Knowledge of computer systems, including, but not limited to, time and attendance system, information systems, financial and purchasing systems, and policies and regulations. Ability to use the following programs: MS Word, Excel, Access, Outlook, OneNote, ShareFile, DocuSign, SharePoint, Zoom, WebEx, PowerPoint, and other grant management specific software programs. Experience using an ERP System (J.D. Edwards, Oracle, People Soft or SAP) is helpful. Ability to create mail merge documents. Ability to create and maintain contact lists, listservs, and newsletters. Ability to read, understand, interpret, and apply rules, administrative policies, and program guidelines. Ability to apply knowledge of an extensive body of rules, procedures, guidelines, or operations that require training and/or experience to perform a wide variety of assignments and resolve a wide variety of problems. In-depth analysis and judgment is required to interpret and adapt guidelines, regulations, and precedents to specific work problems, and to determine appropriate courses of action. Ability to work independently, comprehend logical next steps and tasks to be completed without directive, and ability to ask questions or request additional training and guidance when necessary.
