What You'll Be Doing:

This Delivery Lead position is responsible for overseeing and ensuring successful operations and delivery of IT services across their portfolio, as well as people care that supports the Dev culture driven by our Dev Core Values. This executive will drive operational excellence, ensure customer satisfaction, and lead the development and execution of strategies that support business growth and enhance service delivery. This individual will manage a diverse team, collaborate with senior leadership, and ensure compliance with government regulations, contracts, and quality standards.

Key Responsibilities:

  • Strategic Leadership:
    Lead and execute the operations strategy for the delivery of IT services to government agencies, aligning with corporate objectives and business goals. Collaborate with the executive team to identify new business opportunities and innovations in service delivery.
  • Operational Management:
    Oversee the day-to-day operations of all government contracts and IT services, ensuring seamless delivery and meeting or exceeding client expectations. Optimize processes, workflows, and resource management to increase efficiency and reduce costs.
  • Client Relationship Management:
    Serve as the primary point of contact for key government clients, ensuring strong and productive relationships. Actively engage with clients to understand their needs, resolve issues, and ensure successful project outcomes.
  • Program Delivery Oversight:
    Direct and monitor all aspects of project delivery, including scope, timelines, budget, and quality assurance. Ensure that all projects are executed on time, within scope, and within budget, while adhering to contractual obligations.
  • Team Leadership & Development:
    Lead a cross-functional team of project managers, operations staff, and technical experts. Foster a culture of high performance, collaboration, and continuous improvement. Provide mentorship and development opportunities for staff.
  • Compliance & Risk Management:
    Ensure all operations comply with applicable federal regulations, government contracting guidelines, and internal policies. Proactively identify and mitigate operational risks, and address any compliance issues that arise.
  • Performance Monitoring & Reporting:
    Implement metrics and KPIs to monitor the performance of service delivery and operational efficiency. Regularly report on operational performance to the CEO and other stakeholders, providing insights and recommendations for improvements.
  • Financial Management:
    Oversee budgeting and financial performance for operations, including resource allocation, cost control, and profitability analysis. Ensure that projects are delivered within budget, and identify opportunities to maximize profitability without compromising quality.
  • Business Development Support:
    Support business development efforts by providing operational insights during proposal development, participating in client presentations, and contributing to the creation of new service offerings.
  • Required Educations, Experience, and Skills:
    • Bachelor's degree in Business Administration, Information Technology, Engineering, or a related field
    • PMP (Project Management Professional) or PgMP (Program Management Professional) certification.
    • Minimum of 10 years of experience in senior leadership roles, with at least 5 years in a senior operations role within a government contracting environment, ideally focused on IT services.
    • Proven track record of successfully managing and delivering complex IT services to government clients.
    • Extensive experience in project management, P&L oversight, and operations management in a government contracting context.
    • Strong understanding of IT service delivery, agile project management methodology, and software development life cycle (SDLC) in a government contracting environment.
    • Familiarity with federal regulations (e.g., FAR, DFARS) and compliance requirements for government contracts.
    • Demonstrated ability to lead, motivate, and manage a large, diverse team of professionals across multiple disciplines.
    • Strong decision-making skills and the ability to manage complex and high-pressure situations.
    • Excellent communication, interpersonal, and negotiation skills, with the ability to engage effectively with government clients, stakeholders, and internal teams.
    • Proven ability to manage budgets, forecasts, and financial reporting.
    • Strong strategic thinking, with the ability to align operational goals with long-term business objectives.
    • Ability to obtain a government clearance if required.

Preferred Educations, Experience, and Skills:
    • Master's Degree
    • SAFe® DevOps Practitioner
