Job Description:
Under general supervision, coordinates a wide variety of activities to maintain and preserve highways, shoulders, roadside areas, structures, and broad pavement surfaces and related markings/signs in safe condition within an assigned area of operations. Supervises the activities of one or more crew chief positions and assigned maintenance employees to obtain maximum production while maintaining high standards of quality; and ensures safety procedures and standards are followed and work is conducted in a safe manner; performs related work as assigned.

Pay rate range of $27.220 per hour to $39.999 per hour. Pay rate may be commensurate with education and/or experience within fiscal constraints, if approved.

Job Duties:

- Under the general direction of the Hwy Maintenance Superintendent, plan, direct, and coordinate a range of highway maintenance and operational activities within the designated region.
- Assign and supervise and monitor the work activities of assigned crew.
- Instruct employees on safety protocols, conduct safety meetings, and monitor safety practices on-site.
- Train, guide, and monitor the performance of crew members to enhance their skills and performance.
- Ensure consistent application of policies procedures, and standards across all operations.
- Conduct weekly inspections of assigned highways to assess maintenance needs.
- Provide guidance and assistance to employees on complex maintenance issues.
- Oversee the maintenance of vehicles and equipment assigned to the area.
- Operate various vehicles and equipment as required.
- Prepare and maintain necessary operational and activity records and reports.
- Submit requisitions for materials and supplies, and order parts and materials as needed.
- Participate in the hiring process, including conducting interviews, and making hiring and promotional recommendations.
- Establish and maintain professional relationships with the public.
- Maintain situational awareness of the state highway and interstate system through daily patrols and inspections, identifying deficiencies or situations requiting a response by NDOT; oversee activities during emergencies and ensure desired outcomes are achieved.
- Adjust winter operations based on changing priorities, staffing, and technologies; manage the regional Maintenance Decision Support System (MDSS) for enhanced weather forecasting and train the maintenance workforce in storm management and safety practices.
- Collaborate with NDOT partners on storm response strategies; coordinate resource use and response with other Hwy Maintenance Supervisors and the SOC; analyze storm performance to guide local responses as part of a regional effort; represent the organization in after-action reviews for storm responses.
- Operate NDOT vehicles in inclement or extreme conditions; supervise emergency and snow/ice control programs to meet service goals and requirements; lead responses to emergencies such as road closures, crashes, hazardous material spills, tornadoes, floods, and road failures.
- Coordinate NDOT activities with other transportation operations and Maintenance Supervisors; ensure that maintenance activities adhere to appropriate plans, specifications, and agency standards; manage 511 postings and ITS activation for public information through collaboration with the Superintendent and SOC.
- Schedule staff, equipment, and products within budget constraints to meet NDOT service levels; lead crew workforce development through training, mentoring, and coaching, bot on-the-job and in the classroom; monitor employee performance, and address issues through appropriate channels.
- Perform other duties as assigned.

Requirements/ Qualifications:

Minimum Requirements:

Must be at least 18 years of age, and possess a valid driver's license. Possession is required of a Class A or B Commercial Drivers License with air brakes and tanker endorsements or ability to obtain one within 60 days of employment at the expense of NDOT. Loss of licenses/endorsements may result in termination of the employee. Experience in the maintenance of highways, roadsides, and other pavement surfaces and the operation of general and specialized equipment used to maintain and preserve these surfaces or to support these functions OR Experience as an operational crew chief or work coordinator involving inspection and/or maintenance of highways, structures, or similar pavement surfaces.

Preferred Requirements: High School Education with the ability to perform simple math calculations. Prefer 5+ years experience in general highway maintenance. Prefer applicant that has a Class "A" CDL with air brakes and tanker endorsement.Heavy equipment and Mechanical experience helpful.Certified Traffic Control training.

Other: Must be able to report to work within 30 minutes of notification for emergency situations, and/or winter operations. Must be able to respond during non-schedule work hours, including holidays and weekend for emergencies and special events; work is performed in adverse weather conditions and traffic management activities, including snow removal, sanding, de-icing, and traffic safety incidents. Position requires ongoing travel over the State's highways. Regular and reliable attendance is required. Ability to work in high-speed traffic safely.

Knowledge, skills, and abilities:

Knowledge and experience in highway maintenance practices and procedures and how they relate to each other. Knowledge and experience in planning, assigning, directing, and evaluating staff, interpreting material, procedure requirements and applying them. Strong verbal and written communication skills. Strong interpersonal and relationship building skills. Ability to exercise sound judgement in supervising activities and subordinates. Ability to work positively as part of a team. Skill in conflict resolution, organization, and use of equipment related to highway maintenance and emergency response. Inspects highways, roadways, drainage structures, and right-of-way. Computer knowledge is helpful. Ability to represent the State of Nebraska in a positive manner and interact effectively and courteously with the public. Ability to handle routine pressure, perform activities with a sense of urgency, and complete detailed projects in a timely manner. Ability to be altruistic and goal-oriented, possess strong work ethics, and promote good work ethics. Ensure a safe and healthy work environment for all personnel on a daily basis, daily briefing and assertive deployment to promote working at a high level of service, while keeping morale remains a high priority. Possess a working knowledge and understanding of winter ice control products and concepts of anti-icing, de-icing, and traction control, as well as blends of dry chemical and brine, and the utilization and mobilization of winter maintenance equipment. Knowledge and competence in winter operations, including operation readiness, winter product usage, desired level of service standards, material management, weather forecasting, and training of maintenance workforce in the operations and maintenance of snow removal and treating equipment. Focus on winter preplanning operations of the assigned region, its safety program, and development of snowplow operators for day to day storm management. Must demonstrate knowledge and skill in NDOT processes. A strong competence in planning, assigning, and reviewing the quality and quantity of work that Highway Maintenance Workers, Highway Maintenance Crew Chiefs, and other staff perform. Work experience must include managing daily operations of a work unit, while prioritizing safety. Demonstrate skill in strategic planning and comprehensive knowledge of transportation needs and maintenance solutions. Strong commitment to employee and public safety.
