Primary Purpose of Organizational Unit:

The primary purpose of Electric Distribution Systems (EDS) is the distribution of electricity to the various buildings on the University campus and to the UNC Hospitals. This is accomplished through a complex system of 12kV underground circuits in duct banks run all over campus, which is controlled and protected by a modern relay and control system. EDS is part of Energy Services.

Position Summary:

The primary purpose of the Lead High Voltage Specialist is to serve as the Lead Lineman on job sites throughout campus, specifically the underground work crew. As the Lead Lineman, this position will oversee the maintenance of the medium and high voltage underground/overhead electric distribution systems (i.e. substations, transformers, switchgears, capacitor banks, and turbine generator), communication cables (i.e. Hardwire Safety Interlocks, CAT5E, and Fiber Optics), and specialty equipment (i.e. Secondary Current/Voltage Test Set, Transformer Turn Ratio Test Set, Infrared Camera, Stationary Batteries Impedance Test Set, Partial Discharge Test Set, as well as, complex proprietary software applications (Protective Relays, Power Meters, and GIS systems) to ensure uninterrupted power supply to all facilities and buildings on the University campus.

This position would be the field SME: There are several objectives to maintain highly skilled, trained, and knowledgeable employees. 1. Ensure all EDS employees are knowledgeable and aware of all hazards. 2. Provide acceptable/applicable training to all EDS personnel. 3. Supervise/Mentor employees and express good habits with no short cuts. 4. Provide leadership and train while working at the Job site.

OSHA, NESC, and IEEE organizations classifies electrical hazards as any voltage systems that are greater than 50 volts. This is considered low voltage per IEEE. Electrical Distribution Systems (EDS) deals with electrical hazards at a continual (every day, every hour) basis. In fact, all EDS operations personnel is expected to work with 12,470 Volts at a continual basis. This hazard is required to be accepted and mitigated by all EDS personnel. It takes highly skilled, trained, and knowledgeable employees to work with this hazard.

Minimum Education and Experience Requirements:

High school diploma or equivalency and six months of electrical experience; or equivalent combination of training and experience. Requires certification(s).

Required Qualifications, Competencies, and Experience:

This position requires advanced institutional knowledge and is an integral part of the operation of Electric Distribution Systems. It will actively participate in a lead capacity in the construction, installation, operation, maintenance/repair, modification, inspection, metering, public lighting, power distribution and applicable systems. Primarily this position will demonstrate expertise in switchgear, transformers, Supervisory Control and Data Acquisition System (SCADA) Control Systems and Geographic Information Systems (GIS). The position requires minimal supervision and will assist supervisor in the training/leading lower level HVDS (Journey/Contributing) in duties above and assure compliance to job specifications and safety code requirements. This position will prepare and/or maintain documentation required to support job assignments as requested.

Knowledge-Technical:
- This position requires a thorough knowledge of construction, installation and maintenance of applicable systems, standard practices, materials, and techniques involved in the construction of primary and secondary overhead and underground distribution facilities, as well as metering of same. Considerable knowledge of all applicable codes and methods of installation and repair of primary and secondary overhead and underground distribution facilities and fiber optic cables used in metering. Thorough knowledge of all applicable codes and methods of installation and repair; ability to read and interpret schematics drawings and recommend corrective actions.

Equipment Operation:
- This position requires a Commercial Drivers' License (CDL) in good standing, due to the operation of over sized vehicles and equipment. This could include forklift, bucket truck, dump truck, cherry-picker, and regular passenger truck.

Safety and Health Compliance:
- This position requires proper and safe use of all vehicles, equipment and systems requiring proactive steps to ensure safe operations of all job sites under supervision (training, site inspection, equipment inspections, job safety briefings at the job site to include accident prevention and corrective measures if a safety concern is identified. Provides feedback and consultation to the supervisor if not on-site as to the assessment of conditions on the job site. Required to participate in the DOT (Department of Transportation) Random Drug Testing Policy. Maintain First Aid and CPR Certifications.

Problem Solving:
- This position should be able to anticipate and/or troubleshoot complex electrical systems and/or equipment, and proactively respond to correct. In the absence of documentation, determine circuit configuration issues and a path to correct. Provide feedback when requested concerning implementation of corrective action on same.

Leadership:
- This position requires the ability to function in a supervisory role in the absence of a supervisor (vacation), by providing direction, lead complex jobs/projects and ensure compliance with all safety protocols and job- site direction. Additionally, the position will lead all job-site briefings daily and at any time the conditions change requiring a different procedure/protocol.

Preferred Qualifications, Competencies, and Experience:

At least 6 months electrical power lineman experience, or an equivalent combination of education, training and experience.

Required Licenses/Certifications:

Condition of employment: Must possess and maintain Class "A" Commercial Drivers' License (CDL) - this position falls under the DOT guidelines with regards to CDL).Condition of employment: Participation in the DOT (Department of Transportation) Random Drug Testing Program.

Some specialized equipment requires in-depth training and certification(s). (example - crane certification).

Working conditions include exposure to high voltage electricity and hazardous materials and fumes, elevated areas (i.e., over six feet), outdoor weather conditions, restricted movement and confined spaces, dirty environments, noisy environments, lifting/moving and carrying heavy objects (50+ lbs.).

Work at night, on weekends and/or holidays may be required depending on business needs.

This position is required to participate in the On-Call rotation.

In order to assure critical services to the University populations, this position has been designated as Adverse Weather and Emergency (Event) Duty. As such this position must report to work during periods of adverse weather (examples: tornado, snow, hurricane, earthquake, flooding, etc.) or other University emergency event (examples: criminal acts, terrorism, fire, chemical spills, loss of critical infrastructure (water, heat, power, and/or life safety systems), etc.).

The employee in this position is a CDME (communicable disease mandatory employee primary on-site). As such, the employee must report to work and/or remain on the job in case of a communicable disease or other serious public health threat declared by the public health officials.

Typical work schedule Monday - Friday 7:00AM - 3:30PM.
