Asst. Director of HR- EEO & ComplianceDescription/Job Summary

The Assistant Director of Human Resources, EEO & Compliance serves to provide guidance under the direction of the CHRO for human resource functions, including all phases of labor relations, regulatory and EEO compliance. Reporting to the Chief Human Resources Officer, this role helps ensure that the human resources compliance aligns with the mission, vision, values, and strategic direction of the College.

Responsibilities/Duties

HR Business Process Leadership - Essential Functions

  1. In collaboration with the Chief HR Officer (CHRO) Provide on-going direction, supervision to staff members to improve delivery of HR services, ensuring accuracy and timeliness of information.
  2. Regularly analyze and present key HR metrics to internal College constituents to enhance relevant decision making.
  3. Support the development and review of standard HR operating procedures to ensure consistent application of College policies.


Employee/Labor Relations - Essential Functions

  1. With approval of the CHRO, facilitates communication among employees and management by providing guidance and consultation regarding problem solving, dispute resolution, regulatory compliance, litigation avoidance and strives to resolve internal conflict informally through appropriate conflict management and mediation techniques;
  2. In collaboration with the CHRO, manages and oversees the College's performance evaluation process (initial probation process and annual evaluations), including
  3. recommendations for process improvement as well as implementation;
  4. In collaboration with College Legal Counsel, interprets Federal and State regulations, and College policies and procedures, in the area of employee relations;
  5. Assist with advising managers and supervisors on the enforcement of labor contracts (Memorandum of Understanding), employment law, workplace health & safety regulations and related personnel policies and procedures under the direction of the CHRO
  6. Responsible for developing policies and procedures to facilitate the implementation of negotiated agreements/ contracts; interprets College policies/procedures and MOU for employees as needed;
  7. Under the direction of the CHRO, assist with the College's union negotiations with union representatives and College with a view to achieving positive, mutually beneficial outcomes;
  8. Assist supervisors with understanding the grievance process in accordance with College's Collective Bargaining Agreements (CBAs)
  9. Manages employee relations cases, from incident report through final disposition; formulates responses, proposals and settlements for presentation to collective bargaining agents or employee association representatives;
  10. Conducts investigation of employee grievances and issues detailed reports of findings and recommendations for resolution to the appropriate parties;
  11. Facilitate and investigate employee concerns, ensuring timely resolution.
  12. Works proactively to address employee relations matters by implementing strategic management measures, such as employee/labor relations briefings and trainings for managers and supervisors as needed;
  13. Researches, analyzes and prepares data for use in labor negotiations, arbitrations and employee association meetings;
  14. Ensures effective representation of the College at hearings and other administrative processes involved with employee and labor relations matters, unemployment, workers compensation, grievances and related matters;
  15. Oversees exit interviews with employees to determine if corrective action may retain valued staff; discusses and reports exit interview findings with senior management/leadership as needed;
  16. Stays abreast of current trends in Human Resource Management, specific to employment law;
  17. Attends meetings and trainings internal and external to the College that will increase knowledge in Human Resource and Management/Employee/Labor Relations;


Compliance - Essential Functions

  1. Manages the College Family Medical Leave (FMLA), Unemployment Insurance and Workers Compensation processes to insure compliance with federal/state laws; develops and conducts trainings on specific subject matter as needed;
  2. Collaborates with the Ethics and Compliance Officer in addressing College matters of mutual concern; assists in the development and implementation of effective affirmative action and equal opportunity programs within the College;
  3. Collaborates with the State of Maryland Worker's Compensation representative to ensure accuracy of workers compensation data and records; enforces all appropriate
  4. Occupational Safety and Health (OSHA) regulations as it pertains to workers compensation;
  5. Responsible for regularly managing workplace accident data in order to comply with OSHA 300 and 310 reporting guidelines;
  6. Work with the CHRO to support Diversity, Equity and Inclusion initiatives.
  7. Deliver training programs designed to facilitate communication, and assist faculty and staff to recognize discrimination and remove barriers to achieving equity across the College.
  8. Ensure compliance with EEO and AA laws
  9. Other related duties as assigned

Required Qualifications

REQUIRED QUALIFICATIONS

  1. A minimum of 7 years of HR Management experience
  2. BA degree in HR management or a related field
  3. Must have 5+ years of union workforce experience including contract negotiations
Preferred Qualifications

PREFERRED QUALIFICATIONS

  1. MA/MS in HR
  2. Higher education experience
