The Health Care Services Assistant Manager leads and manages direct care health care functions of the AirCare team to assure that health services, medical care, medical/health professions education, and evidence-based practice research programs are delivered effectively and efficiently.

Positions in this job family will have direct patient care responsibilities. Efforts will focus on planning, organizing, directing, evaluating, and improving health care operations, clinical and education programs of clinical departments.

AirCare maintains a highly experienced medical staff, incorporating the latest technology in aviation, medical equipment, pharmacology, and engaging in regular continuing education. AirCare can rapidly and safely transport high risk and complex patients.

As one of the first of 15 programs in the nation, AirCare was the state's first air ambulance in 1979, and the 11th in the nation. Total flight volume for the entire program includes scene responses and inter-facility transports. In 2014, AirCare became the first air medical service based in Iowa to be CAMTS accredited. The University of Iowa transports critically ill neonatal and pediatric patients using AirCare as well as our MobileCare ground transport vehicles. These special patients are cared for by our Neonatal/Pediatric Transport Team.

Our helicopters and specialty transport ground ambulances rapidly transport critically ill and severely injured patients, delivering medical care en route with an emphasis on support of high-risk patient populations, including multi-system trauma victims, neonates, pediatric patients, and patients suffering from time-sensitive or complex medical conditions.

The University of Iowa Hospitals and Clinics Department of Emergency Medicine is seeking a full time AirCare Assistant Manager for the AirCare program's AC1, Iowa City base to assess patients' nursing care needs, evaluate effectiveness of care provided, and integrate nursing theory and research into clinical practice.

All flights are operated by Air Methods Corporation.

Key Areas of Responsibilities:

Operations, Standards of Care, Regulatory Compliance, Quality and Patient Satisfaction

  • Identify trends and determine QA priorities. Develop quality standards.
  • Work with the Nurse Manager to appropriately allocate resources to meet quality and productivity expectation.
  • Collaborate with the Nurse Manager to develop, implement and monitor plan to enhance patient satisfaction.
  • Formulate, review, and revise policies and other standards of professional practice essential for optimum delivery of patient service; assures compliance with established standards of care (practice and performance).
  • Maintain knowledge of and ability to manage effective and smooth operations within units by utilizing various management principles and techniques.
  • Understand the issues related to the decision-making process; analyze situations fully and accurately and reach productive decisions.
  • As needed ability to work outside of standard business hours to ensure all clinical and/or operational needs can be met.
  • Provides managerial and clinical leadership for patient care to ensure optimal patient outcomes.
  • Provides leadership to establish and/or maintain efficient and effective systems of clinical nursing service within area of responsibility.
  • Consistently makes sound judgments after gathering factual, objective information.
  • Identifies inefficiencies in current practice/processes, demonstrates tolerance for change and develops a means to enhance the process.
  • Incorporates the principles of Service Excellence to ensure positive patient/customer relations.
  • Formulates, reviews, and revises policies and other standards of professional practice essential for optimum delivery of patient service; assures compliance with established standards of care (practice and performance).
  • Creates and maintains a workplace of choice/ which motivates employees to work at optimal efficiency; encourages staff to regularly establish goals and objectives toward career development.
  • Ensures the unit is survey ready; physical plan, staffing levels, staff education/competencies, policies/procedures.
  • Ensure staff members are compliant with competencies, policies, procedures, and regulations.
Patient Care/Services Delivery
  • Supervise care delivery and assist in coordinating patient care teams within the assigned unit(s).
  • Identify needs, trends, and forecasts in order to provide quality patient care within the unit(s).
  • Ensure appropriate staff schedules.
  • Provide direct patient care in unit(s) as needed/directed by Nursing Manager.
  • Assesses care coordination within multidisciplinary team to maximize customer service and continuity of care.
  • Monitors patient volume and ongoing changes in patient diversity, acuity, and complexity.
  • Develops flexible staffing and reallocates priorities to ensure optimal patient care.
Planning and Goal Management
  • Interpret, communicate, implement, and monitor goals and objectives articulated in the institutional, departmental and/or divisional strategic plan.
  • Function innovatively and looks beyond current reality to forecast future direction, take risks, challenge traditional assumptions and solve problems creatively.
  • Collaborate with the Nursing Manager to develop action plans for unit(s) that meet strategic goals; provide progress reports to the Nursing Manager.
  • Interprets, communicates, implements, and monitors goals and objectives articulated in the institutional, departmental and/or divisional strategic plan.
  • Functions innovatively and looks beyond current reality to forecast future direction, takes risks, challenges traditional assumptions, and solves problems creatively.
  • Uses customer feedback in planning and providing service.
Communication/Collaboration
  • Communicate with physicians, staff, and other health care providers on a regular basis to promote effective and efficient operations within the clinical outpatient units; communicate with patients, families and staff to address and resolve issues.
  • Design innovative models of care utilizing skills of the multidisciplinary team yielding efficient and effective outcomes.
  • Facilitate multidisciplinary participation in the clinical problem identification and resolution processes; utilize human resources data and budgetary information to formulate recommendation to the Nurse Manager/Associate Clinical Director.
  • Build and sustain relationships, resolve conflict, handle negotiation effectively, and develop collaborative working relationships.
  • Designs innovative models of care utilizing skills of the multidisciplinary team yielding efficient and effective outcomes.
  • Facilitates multidisciplinary participation in the clinical problem identification and resolution processes; utilizes human resources data and budgetary information to formulate recommendation to Directors/ Clinical Functions.
  • Builds and sustains relationships, resolves conflict, handles negotiation effectively, and develops collaborative working relationships.
Education Programs
  • Ensure and provide clinical education to develop staff competency.
  • Oversee clinical education activities and agreements with other educational institutions. Collaborate effectively with the Emergency Medicine Nursing Practice Leader (CPL/NPL) or Department of Nursing educational leaders (in the absence of unit CPL/NPL).
  • Ensure staff compliances are applicable and complete by required deadline(s).
  • Coaches staff in implementation of standards of care, professional development, promotes staff specialty & clinical certifications, adherence to the standards of regulatory bodies (i.e., The Joint Commission, OSHA, and other regulatory bodies as appropriate)
  • Educates and mentors staff in the management of complex patient care issues.
  • Actively participates in and supports the education of healthcare students.
  • Invests in own continuous learning and skill enhancement.
Human Resources Management
  • In collaboration with the Emergency Medicine Human Resources representative and AirCare Nursing Manager, hire, develop and manage the performance of staff within the AirCare base they are assigned to.
  • Understand and apply appropriately the provisions of the collective bargaining agreements and the Employee Manual for Staff Nurses & Allied Health Professionals (SNAHP); assure staff is compliant with competencies, policies, procedures and regulations.
  • Understand and oversee the daily management of ELMS for all staff, including but not limited to approvals/denials, scheduling, corrections, etc.
  • Apply organizational performance management system, practices, and tools to develop and improve individual, team, and organizational performance.
  • Manages the talents, strengths, and behaviors of each individual in a diverse work group and provides each employee with the opportunity to contribute to the goals of the unit.
  • Actively seeks participation from staff on decision-making and customer service improvement activities, provides staff incentives and rewards for contributions toward achievement of service excellence.
  • Demonstrates commitment to people; coaches staff to participate in team decision-making.
  • Develops and implements succession planning.
  • Assures performance expectations are clearly understood.
  • Holds staff accountable to meet or exceed patient needs/expectations as well as maintain standards of collaboration and respect within and among multidisciplinary teams.
  • Completes staff evaluations on time with written, solid justification.
  • Reviews attendance data, recognizes trends and takes appropriate follow-up with staff.
  • Knowledgeable of University of Iowa policies and Federal laws regarding leave and accommodation processes.

Financial Management
  • Actively help manage operating expenses for unit.
  • Review with the Nurse Manager, financial reports and provide insights to budget variances; recommend budget ideas, resources, and cost containment strategies.
  • Motivate staff to high performance by exercising strong stewardship of university resources.
  • Develops a staffing plan and monitors staffing costs, manages inventory levels, tracks supply usage, and develops cost containment strategies.
  • Forecasts expense and capital needs, participates in capital budget development and plans ahead for capital equipment replacement.
  • Participates in the development of the unit operating budget, reviews staffing plan, develops a plan for minor equipment and furniture replacement, reviews service contracts, plans for new supply costs, etc.
  • Is open to creativity in staff scheduling and staff flexibility.
  • Assures that fiscal goals are clearly understood by staff and that objectives are met.
Research Administration
  • Actively participates in benchmarking with similar practice sites, seeking and infusing best practices.
  • Facilitates incorporation of quality management and evidence-based practices in nursing care.
  • Supports changes in nursing care using evidence-based practice.
Position details:
  • Percent of Time: 100%
  • Schedule: Full time, Days, Monday-Friday with evenings and weekends, as necessary.
  • Primary Location: UIHC AC1 Base, Iowa City, Iowa.
  • Travel is variable: Travel is required to support the management of staff and operations at four AirCare bases. Travel percentage ranges between 25%-50% as needed.

Required Education:
  • Baccalaureate Degree in related field is required or an equivalent combination of education and experience required.
Required Licenses/Certifications:
  • Current Iowa EMT-PS, National Registered Paramedic, Critical Care Paramedic certification and
  • Current ACLS, PALS, NRP and TNCC or Transport Professional Advanced Trauma Course (TPATC)
  • Certified Flight Paramedic (CFP) within 2 years or hire.
  • Certification in a role or specialty through a nationally recognized professional nursing certification body. If not currently certified must seek certification in a role or specialty within (one) 1 year of hire or as soon as eligible to sit for the exam.
Required Experience:
  • One (1) to three (3) years current experience with air medical transport. Previous experience in a leadership/supervisory position preferred.
  • 3 years CCP Critical Care experience in Emergency Department or Intensive Care Unit .
  • Demonstrated skill in leadership/management and experience in clinical practice.
  • Demonstrated history of positive and professional interactions with patients, families, professional health care staff, and interdisciplinary team members via written, verbal, and in-person communication(s).
  • Demonstrates excellent critical-thinking and problem-solving skills.
  • Demonstrates excellent written and verbal communication skills.
  • Strong clinical assessment skills.
  • As needed ability to work outside of standard business hours to ensure all clinical and/or operational needs can be met.
Desired Experience:
  • Master's Degree (MS, MBA, MHA).
  • Member involvement in related professional organizations.
  • Minimum three (3) to five (5) years Flight Paramedic experience in an Air Transport Program and/or Emergency Department within the last 6 months.
  • Previous experience serving in a Manager, Supervisor and/or Assistant Manager role.
  • Level 1 Trauma Center experience.
  • Job-related certification.
